Why double standard approach to spying?

The man was identified as Ali Ashtari had interesting parting words for those involved in the Iran telecommunication network.
He had some advices as if he was completely remorseful and commanded others in his last minutes of living not follow his path and take lessons. 
However if different channels repeat Ashtaris words every day and newspapers publish them again and again, but those spies who believe that they never will be caught may wakeup from ignorance.  
About a year ago a public prosecutor in the city of Arak (Markazi provinces capital) announced that “two spies were arrested while photographing the Islamic Republic of Irans atomic installations in Markazi province.” 
“Later it was found that they were Irancell-MTN networks staff,” he said then. But perhaps since they were foreigners they were never prosecuted or perhaps they were not spies and they were just photographing Irans atomic installations just for fun and had no bad intention.
Any way Irancell-MTN networks foreign spies were ignored and nobody dares to follow the case.
But Ashtari who was convicted of spying in Iran telecommunication network, was executed.
Why double standard approach to spying?
