Second Operator should not attract subscribers more than its quota

”Regarding Economy Council appendices in Second Operator license, the operator is not allowed to attract subscribers more than 16 million subscribers,” Hasan Rezvani told Mobna news agency. 
”If RCRO commission agrees with increasing IranCell subscribers quota, it will be is possible,” he said.
”So far the operator has not requested to increase its subscribers more than its subscribers quota,” Rezvani added. 
Second Operator should attract 16 million subscribers during 15 years.
Unofficial figures show that the operator has released 14.5 million sim cards but has six million active subscribers.
