Activating Irancell mms service charge is not free

Second operator Irancell frequently had announced that activating Irancell mms (multimedia messaging service) is free of charge. 
In addition to current problem of unknown sim cards in Irancell – MTN network that led to sim card abuse, lack of surveillance on Irancell services created several problems for its subscribers.
Iran Telecommunication official announced that out of 14 million Irancell sold sim cards, currently only about six million Irancell sim cards are active.
