Second Operator smuggles call traffic: VoIP contractor

“50% of termination market is by mobile phone, 30% by Tehran landline and 20% by other cities’ landline networks. Because of illegal activists’ monopoly, VoIP contractors are only active in 20% of the market,” he said.
“Organized smugglers and illegal activists offer internet phone at lower rate. In the last two months, Infrastructure Company, as a major authorized rival, has been charging 8 to 8.5 cents in mobile phone termination market, while the three companies with license should pay 12 cents for this sector. Therefore these three companies are active in only 20% of the market and cannot develop the market or increase their rates,” he added.
“Three domestic contractors: Pishgaman Kavir Yazd, Zoha Kish and Tarasheh Sabz have been offering VoIP services for the past 6 months but because of current black market, these companies have not been able to cover their expenses and owe much to Infrastructure Company,” he said.
In April 2009, the ICT Minister pointed to call smuggling in mobile phone networks especially Second Operator’s. Mohammad Soleymani had said that some smugglers use Second Operator network for call smuggling and asked the operator to register its sim card owners’ data.
